§ 16.30.040. Administration.

  • The stormwater utility, under the direction of the city manager or his/her designee, shall have the power to:

    (a)

    Administer the acquisition, design, construction, maintenance and operation of the stormwater management system;

    (b)

    Administer and enforce this chapter and all regulations and procedures adopted relating to the design, construction, maintenance, operation and alteration of the stormwater management system including, but not limited to, the quantity, quality and/or velocity of the stormwater conveyed thereby;

    (c)

    Advise the city council on matters relating to the stormwater management system;

    (d)

    Review plans concerning extensions and replacement of the stormwater management system and make recommendations to the city council;

    (e)

    Make recommendations to the city council concerning establishing ordinances and regulations to protect and maintain water quality within the stormwater management system in compliance with water quality standards established by state, regional and/or federal agencies as now adopted or hereafter adopted or amended;

    (f)

    Analyze the cost of services and benefits provided by the stormwater management system and the structure of fees, charges, fines and other revenues of the stormwater utility annually;

    (g)

    Administer programs pursuant to guidelines hereafter adopted by the city council, that provide for credits and/or incentives that reduce drainage fees assessed against properties that utilize privately owned and maintained stormwater retention or detention facilities which reduce costs of the operating budget of the utility.
