A Wichita register of historic places inventory nomination form, completed by the applicant, must be submitted by one of the following:
(a)

The property owner, or a minimum of fifty percent of property owners of record within an applicant historic district;

(b)

A majority of the historic preservation board;

(c)

A majority of the city council;

(d)

Other, if accompanied by written consent of owner.
