§ 3.08.060. Clairvoyants, fortunetellers, palmists, etc.

(a)

Each clairvoyant, fortuneteller, palmist, phrenologist, mind reader, character reader from handwriting, astrologist, fortuneteller through astrology, or crystal gazer shall pay an annual license fee of fifty dollars.

(b)

No license shall be issued for such except in zones "A," "B" and commercial designations.

(c)

Any person desiring to secure a license under the provisions of this chapter shall have been a resident of Wichita for six months period immediately preceding the filing of his application for a license. Such application shall be verified and filed in duplicate with the license collector and shall contain the following:

(1)

The name and residence of the applicant and the length of his residence in the City of Wichita.

(2)

The particular address for which a license is desired.

(3)

The name of the owner of the premises upon which the business is located.

(4)

A statement that the applicant is a citizen of the United States and not less than twenty-one years of age and that he has not, within two years immediately preceding the date of making application, been convicted of a felony or any crime involving moral turpitude.

Such application shall be accompanied by the license fee provided herein.

One copy of such application shall immediately be transmitted by the license collector to the chief of police for investigation of the applicant. It shall be the duty of the chief of police to investigate such applicant to determine whether he is qualified as a licensee under the provisions of this chapter.
