It is hereby found that farmer's markets, as defined herein, operate businesses or
conduct activities, in most cases, as retail operations and with a personal profit
or non-profit purpose. The Governing Body finds that it is necessary, in the interest
of the public health, safety, and welfare, to regulate the time, place, and manner
of farmer's market activities within the City. It is the purpose of this chapter,
therefore, to control certain farmer's market activities, to require certain licensing
procedures, to assist in regulating farmer's markets, to protect consumers, and to
protect adjoining property owners as well as the integrity of residential and commercial
districts within the City.
