§ 11.68.120. Exceptions to required operation of parking meters by deposit of coins.

  • The following provisions constitute exceptions to any other provisions of this title and any ordinance of the city requiring the operating of parking meters in designated parking meter zones or off-street parking facilities of the city. Any parking meter or meters need not be placed in operation by the deposit of a coin therein when the following conditions have been satisfied and a permit issued for the hooding or covering of such meter as follows:

    (1)

    ELIGIBLE APPLICANTS. Upon application to and approval of the traffic engineer and payment of the permit fee hereinafter provided, any of the following persons may obtain a permit for the hooding or covering of any parking meter or meters:

    (a)

    Persons having a permit from the superintendent of central inspection to encumber any street or sidewalk in connection with any building or wrecking project;

    (b)

    Persons having a permit from the superintendent of central inspection to perform any plumbing, electrical, heating, sign hanging or other project in any public way or on premises adjacent to any street, alley or sidewalk;

    (c)

    Persons engaged in any public improvement under contract with the city or engaged in any work under supervision of the city engineer;

    (d)

    Public utilities (private or municipal) engaging in construction and maintenance work in or adjacent to any public way;

    (e)

    Persons engaged in the business of moving personal property and effects from and to residential or commercial buildings adjacent to any public way.

    (f)

    Persons licensed as funeral directors and holding services in any funeral home or church;

    (g)

    Persons engaged in the repair and maintenance of building service installations and office equipment;

    (h)

    Persons requiring temporary parking space immediately adjacent to commercial and industrial establishments for loading or unloading of building and office equipment of immediate necessity;

    (i)

    Persons acting under the authority or requirements of the police and fire departments to provide temporary special use parking zones.

    (2)

    APPROVAL OF APPLICATION. The traffic engineer shall determine the necessity for the hooding and covering of any parking meter, and upon his approval of the application therefor, shall authorize the required parking meter or meters to be hooded in accordance with the application as approved. Upon the hooding or covering of the face of any parking meter, as hereinafter provided, the same need not be placed in operation by the deposit of a coin otherwise required by this title.

    (3)

    EXCEPTIONAL CASES. Exceptions to the foregoing rules and, regulations and payment of required fees may be made in appropriate cases involving special circumstances not covered by this section upon an application and a showing that the hooding or covering of any parking meter serves the public convenience and safety, and is in harmony with the other provisions of this Code; provided, that such exceptions shall be approved in advance by the city manager, or in his absence, by the director of operations and maintenance, or his duly authorized representative.
