  • The following rules and regulations shall govern the making of the application of the issuance of any permit hereinbefore authorized:

    (1)

TIME OF FILING APPLICATION. The application under this chapter for a permit shall be made in writing and filed at least twelve hours in advance of the time any parking meter is to be hooded and not placed in operation; provided, that this requirement may be waived by the traffic engineer in unusual circumstances which require the authorized hooding of any parking meter for emergency occupancy of any parking space.

    (2)

FORM OF APPLICATION. The application shall be on a form prepared by the traffic engineer. The failure or refusal of any applicant to furnish information requested in such application shall be sufficient grounds for denial by the traffic engineer. The application will show: the name and business of the applicant; the reason for the hooding of the parking meter or meters; evidence that a permit for the encumbering of any street has been issued by the superintendent of building inspection (when the same is required by ordinance); the location and number of parking meters desired to be hooded and the day or dates and the hours the same are to be covered; a description and license number of vehicles to be parked or allowed to occupy parking meter spaces under the permit applied for (except in cases where applicant agrees to supervise and control occupancy of the parking spaces described in the permit); and such other information as may be required in such application form.

    (3)

EXHIBIT OF PERMIT. In all cases any permit issued hereunder shall be kept by the permittee (or his agent) at the location of the parking meters authorized to be covered, and shall be exhibited to any officer or employee of the city upon demand.
