§ 14.04.010. Purpose—Policy.

It is hereby declared to be the public policy of this city to provide the best possible climate for the operation of industry consistent with the city's duty to protect the health, safety and general welfare of the inhabitants. It is recognized that the enforcement procedures in the various technical codes were designed primarily for the guidance and regulation of the construction or remodeling of buildings, and that the application of such codes to the continuous technical activities of various industries who have adequate technical supervision of their own qualified to protect the interests of the public may become unduly burdensome and restrictive upon said industries. Accordingly, it is hereby declared necessary that such industries may, pursuant to the conditions of this chapter and after a showing of their willingness and ability to regulate themselves so as to protect public health and safety, qualify to supervise their own technical activities.
