§ 18.40.540. Occupancy.

No owner shall occupy or permit occupancy by any other occupant any vacant structure, area of a structure or premises unless it is clean, sanitary and fit for human occupancy and unless it complies with all applicable provisions of this chapter.

Nothing in this chapter shall prevent an owner, manager, or occupant from shifting the responsibility of the one to the other, provided that the primary and final responsibility in every case shall remain upon the person designated in the applicable section or paragraph.
