When an airport authority has been established as provided herein, and the members
thereof have been qualified in the manner provided by law, such authority shall be
vested with all powers, authority and control heretofore vested in the governing body,
the board of park commissioners or other body of the city, so far as the same relates
to municipal airports, and such airport authority shall have every power, authority
and control over municipal airports as is or may hereafter be vested in the board
of park commissioners, the governing body or other body of the city, except that all
general obligation bonds required or authorized by law to be issued relating to municipal
courts, and all taxes levied for the maintenance and improvements of municipal courts,
shall be issued and levied by the governing body of the city.
