§ 2.12.190. Same—Powers and duties.

  • The duties of the board of bids and contracts shall be to carry out the procedures prescribed in this section with reference to the purchase of materials, supplies, equipment and letting of contracts for the construction of any and all public improvements.

    Letting of Contracts on Public Improvements.

    (1)

    In all matters pertaining to the construction or reconstruction of city streets, sidewalks, sewers and other public improvements required to be constructed on contracts let on sealed bids by the city, the city shall cause to be contained in the city's official published notice of its invitation for sealed bids, a statement that on the date and place specified in such notice, the board of bids and contracts shall publicly open all bids received by the city under such notice.

    (2)

    After the opening of such bids, the board of bids and contracts shall tabulate the bids received on each contract, and the city engineer shall examine such bid tabulations and advise such board of his findings. Thereupon the board shall determine the lowest responsible bidder on each contract as bid, and shall make its recommendations to the city council for its governmental action on all contracts required to be let on sealed bids.

    (3)

    The report and tabulation provided for in this section shall include the name of the bidder and the amount of his bid, and shall be maintained in the office of the city clerk as support for the board of bids and contracts' recommendation to the city council.

    (4)

    Board of bids' recommendations shall be made in compliance with requirements set forth in Charter Ordinance No. 111 or as said charter ordinance shall be amended from time to time.
