It shall be unlawful for any person, whether as principal, officer, agent, servant
or employee to conduct, pursue, carry on or operate in the city any moving picture
show or theatrical production until he has first obtained a license therefor from
the license collection and paid the license fee as required by Section 3.12.020, provided, however, a license shall not be required when such is presented purely
for nonprofit, educational, charitable or religious purposes at their own respective
locations.
