§ 11.13.030. Proof of violation.

Evidence that a motor vehicle, registered or required to be registered in the state, has been operated within the city limits together with proof of records of the Division of Motor Vehicles indicating that the owner of such vehicle did not have financial security as required under this chapter, shall be prima facie evidence that the owner did, at the time and place alleged, operate or permit such motor vehicle to be operated without having in full force and effect financial security required by the provisions of this chapter.
