§ 18.40.430. Basements and cellars.

  • Basements and cellars in every structure shall be reasonably free from dampness to prevent conditions conducive to decay or deterioration of the structure.

    No basement or cellar space shall be used as a habitable room unless it complies with the following requirements:

    (a)

    The floor and walls shall be protected against leakage of underground and runoff water and are free from excessive dampness;

    (b)

    The facilities for ventilation in each room are equal to at least the minimum required by this chapter;

    (c)

    Crawl spaces in every structure shall be reasonably free from dampness to prevent conditions conducive to decay or deterioration of the structure.
