§ 2.12.040. Same—Administrative execution by the city manager.

  • The city manager is directed and authorized with respect to the administrative execution of the foregoing rules and regulations:

    (1)

    To apply the policies and standards therein to all boards and commissions of the city created by ordinance or resolution and to draft the necessary ordinances to place such minimum standards and policies into effect;

    (2)

    To apply such standards and policies to all boards and commissions created by statute, insofar as the same may be authorized by the statute, and to prepare a report to the city council with respect to such legislative changes as may be necessary to carry out such policies in full;

    (3)

    To provide a standard form to be known as "Certificate of Appointment" to each appointee;

    (4)

    To provide each appointee with a complete statement of the policies and standards herein outlined by rules and regulations;

    (5)

    To provide a standard form to be known as "Certificate of Acceptance," such forms to provide among other things that the appointee accept such appointment subject to the policies and standards outlined hereinbefore;

    (6)

    To furnish each member appointed hereafter to any subsidiary board or commission with such certificate of appointment in order that no misunderstanding may arise as to the ethical standards of conduct and terms and conditions governing such appointment to be accepted by the execution of the acceptance of appointment;

    (7)

    To accomplish such clearance of appointees as may be established as necessary from time to time by the city council.
